They can absolutely both report as eligible. You can only have six eligible, and one may not be depending on how he lines up, but they can absolutely both report. It happens regularly. #68 clearly did and the refs fucked it up, intentionally or otherwise.
Can an eligible receiver be covered by another eligible receiver?

He can’t be eligible if covered, but can report as such. This is true for any player. Reporting doesn’t mean you have to line up as an eligible receiver. There is no limit to the number of lineman who can report as eligible. You can fill your whole backfield with guys wearing numbers in the 70s if you want. They have to report and line up in an otherwise eligible position to catch a pass, but you can absolutely have more than one report. This happens all the time in kicking formations. You’ll see players report and referees acknowledge.
This ref crew has had several notable fuckups this season
