Graham insists both that his actions were entirely appropriate and also that he intends to appeal this decision. Just to be clear, he already has an assurance from the DA that he is a witness, not a target, yet still doesn’t want to testify.
I don’t blame him for not wanting to go under oath. Having to plead the 5th is unseemly for a sitting Senator.
I’m no expert in criminal law, but I vaguely remember that if you have immunity from prosecution, you can’t plead the 5th. If they’re not going to prosecute Graham anyway, immunity would take the 5th away, though I’d guess not if he could still be prosecuted in other jurisdictions.

It’s all a publicity stunt just like the Mueller investigation, fake dossier, 2 impeachment hoaxes, January 6th hearing, and the raid of President Trump’s home.
Perhaps the worst thing that could happen to the Dems would be to have 58, 59, 60 seats in the Senate. That would have them kowtowing to Manchin, Sinema and Collins/Murkowski to get bills passed, only to have multiple rugs pulled on them at every turn. Same thing happened in Obama’s first term when so many concessions were made to their ilk, only for have them walk away in the end.
Something in the mid-50s would be great, because it would render Manchin and Sinema irrelevant, and they can end the filibuster to pass what they want in the way that they want it.
