I think Civale is better than a 5, but I agree with your point. Like I said above, Brown, and the Astros, are in a tough spot competing for limited talent with a bunch of teams who have REALLY good cards to play.
Step back from the ledge. Having Valdez-Javier-Brown as your postseason 3 isn’t waving a white flag.

BA has him #12 after their midseason update. Just based on their grades on his pitches and overall potential, if I had to comp him to someone in the Astros system I guess I’d say Andrew Taylor (our #11), but that may be a superficial comparison. Jarvis is also closer to the majors than Taylor.
