They showed restraint with the Astros organization and players because they knew there were landmines buried all over the league. Treating the Astros like the Black Sox would turn those landmines into atom bombs.

He diminished the scandal by calling the WS trophy “a piece of metal,” so why would he revisit it? Casual fans and journalists consider the practice limited to Houston, so Manfred needs that level of ignorance to keep his fiction alive
