You can’t update things if you don’t have the budget for it. At some point the property tax madness has to stop and we have to figure out a better way to fund the actual expenses of a civilized society.

I’m too curious about these things. Not sure why a break in a distribution line would require a shutdown of the treatment plant as the leak is downstream of the plant.

No expert either, but it supposedly had to do with the system-wide pressure drop, which is also a fantastic Toots and the Maytals song.
