I interpreted the offer as recognition that fans will not be in the seats for at least part of the season, and the best case is a cap on total capacity (e.g. 50%) which would require some season ticket holders not to attend so voluntary relinquishment is a mutually beneficial option.
There is no way I’m going to attend even if the capacity is limited to 50% and the roof is open until there is a vaccine. The amount of drunk and inconsiderate people there makes even the most optimistic hopes for how fans attending would behave and associated risks fairly dim, IMO.
It would suck to miss late season games and a potential playoff match-up if a vaccine is available in late 2020 but all of that is low probability when compounded and tickets can always be purchased on the open market.
The email did not have a deadline, but basically said if we don’t hear from you, we’re keeping your money. I suspect they want to get an idea of how many people want to opt out before finalizing their plan for capacity, how they’re going to seat people, etc.
Haven’t made up my mind yet. I wish I knew more about what the league had in mind as far as occupancy, whether or not tailgating will be allowed, how they’re gonna keep the drunks 6 ft away from me, etc. I’m confident I won’t go to any early games, but I hate giving up on the whole season if the situation changes, and the playoffs and all that. I did find out I have until August 1st to decide, so I’ll chew on it a bit.
There won’t be anybody at the early games. The virus will still be a significant player, and the only people stupid enough to go into that environment are the same ones who won’t go because the players will be kneeling for the anthem.
I’m not sure what I would do given that option but I’d probably take the offer and see how next year shakes out. I don’t see this getting any better and its more likely to get worse.

We will likely pass 50K daily cases this week sometime.

Despite Texas’ surge of new COVID-19 cases and hospitalizations, Lt. Gov. Dan Patrick said Tuesday evening that he doesn’t need the advice of the nation’s top infectious disease doctor, Anthony Fauci.
“Fauci said today he’s concerned about states like Texas that ‘skipped over’ certain things. He doesn’t know what he’s talking about,” Patrick told Fox News host Laura Ingraham in an interview. “We haven’t skipped over anything. The only thing I’m skipping over is listening to him.”
“Gov. Abbott, and myself and other state leaders will make the decision. No thank you, Dr. Fauci.”
