Basically, there is an old rule that states that pitchers may take ā€œone step back and one step forwardā€ in the process of a windup. MLB has decided that they are going to enforce this rule going forward.

That’s all Garcia takes. They’ve previously looked at it and have determined that it’s within that rule. Unless they change that rule, I’m not sure what the problem is. Other than he takes forever and the pitch clock may get him.
