The infield does not come in every time there is a runner at third. Hardly ever in the early innings.
Throws to the plate are made according to the situation. Always the first thought is SH there there is a chance to get the runner. If not, keep the hitter from taking second or maybe keep another runner from taking third. A throw home is not automatic.
