I think the idea is to take the emphasis away from trying to win and stick to developing players. Like don’t take a guy out of the lineup because he hits lefties poorly . How is he going to improve if you don’t give him the chance?
I was familiar with certain parts of this story (the tension between the Browns and the Cardinals, Sportsman’s Park, the Buffaloes), but I admit I didn’t know the Cardinals came that close to moving to Houston. And I’m sure a lot of folks already knew this:

They get to 3B and I immediately know its Mike Schmidt.
The guy on the video is blanking so the other guy starts giving hints.
“He played 50 years ago.”
Then I laid down and died.

Meaning if he goes 80 games into the season without signing, his suspension is over. So no team will sign him prior to mid-year
That seems equitable.
Otherwise no team would sign him only to have a roster spot gone for 80 games.
