The NFL makes its money on ratings. The gambling is what keeps people watching to the end of a Jets-Browns game - where a meaningless field goal can tip the over/under - so they can have trucks and beer advertised at them.

They fix matches for the teams that will draw the most action. The NFL doesn’t care who is favored, only that the matchups draws the most wagers. The Chiefs/Swifts will simply draw more than the Texans or the Bills. That’s just reality.

Going for two in the first half is fireable. You’ll remember that McDermott’s dumbfuckey was largely responsible for their loss to the Nexans.
