Is this an NFL thing that doesn’t existing in College? Because we had this exact discussion around the UT-OSU bowl game.
Awarding a score for a “palpably unfair act” does exist in college, same as the NFL. I’m not sure at what point intentional penalties to prevent a score would rise to that declaration though. In the NFL, it’s clearly defined. Not sure if it is in college, but the spirit of the rule is there.
