I’ve never heard a team warned that if they keep committing encroachment inside the 1, the referees can award a score.

Awarding a score for a “palpably unfair act” does exist in college, same as the NFL. I’m not sure at what point intentional penalties to prevent a score would rise to that declaration though. In the NFL, it’s clearly defined. Not sure if it is in college, but the spirit of the rule is there.
